ODOT OCR is recruiting for a full-time, permanent DBE/Small Business Program manager (program analyst 3) to develop, implement, and manage program functions based on federal and state rules, regulations, executive orders, and policies regarding Disadvantaged Business Enterprise (DBE) and other small business programs, promoting equal access and opportunities to minority-owned and woman-owned businesses. The position also ensures the agency's compliance with administrative requirements for the DBE program, such as establishing overall annual DBE program and specific project goals, developing and updating the DBE Program Document, developing and managing required disparity studies, and developing procedures and evaluating program requirements.

This position has direct, independent access to the director concerning DBE program matters, and is responsible for implementing all aspects of the agency's DBE program. It coordinates the activities of its program functions with the agency's ESB Program and other small business programs that affect the DBE program.

DUTIES & RESPONSIBILITIES:

  • Draft and update DBE program plan document, ensuring compliance with CFR 49 Part 26.
  • Develop and manage the disparity study as required by FHWA.
  • Develop and implement methodology for agency's annual overall DBE goal and specific project DBE goals in the personal services and construction contracts.
  • Review and evaluate bidder proposals for compliance to DBE participation goal and determine responsiveness to DBE requirements.
  • Draft internal procedures and guidelines in response to legislative changes, federal regulatory changes and program needs.
  • Serve as liaison to the Office of Minority, Women, and Emerging Small Business (OMWESB)/Certification Office for Business Inclusion and Diversity (COBID), monitor and/or audit the DBE certification process to comply with FHWA DBE program requirements.
  • Participate in administrative hearings and court appearances and serve as subject expert to and coordinate actions with DOJ General Counsel Office.
  • Identify and resolve disputes and conflicts using collaborative problem solving processes, alternative dispute resolution, programmatic partnering agreements, or other techniques as appropriate.
  • Coordinate the analysis and submittal of the DBE Annual Goals to Federal Transit Administration (FTA), in conjunction with ODOT's Public Transit Division.
  • Manage the activities of the DBE Supportive Services funds and work plan
  • Monitor program budget expenditures.
  • Research and identify program-related grant funding and oversee distribution of grant funds.
  • Participate as presenter at outreach events and public involvement process.
  • Assist and provide training related to the DBE Program, construction technical specifications, and other related Initiatives to department staff, prime contractors, DBE subcontractors and others as required.
  • Identify small business program development and coordination with other state agencies, local government, special districts (e.g. TRI-MET) and identified stakeholders.
  • Coordinate the activities of the DBE program functions with the ODOT's ESB Program and other small business programs that affect the DBE program.

 

QUALIFICATIONS, REQUIRED & REQUESTED SKILLS:

Minimum Qualifications:
A bachelor's degree in business or public administration, behavioral or social sciences, or a related degree AND four years' experience coordinating or administering a government-regulated program.
OR
Any combination of experience or education equivalent to seven years of experience coordinating or administering a government-regulated program.
 
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
