Investments Program Manager – Program Analyst 3
Transportation Development Division – Active Transportation Section
ODOT's Program Implementation and Analysis Unit is recruiting for a permanent, full time Program Analyst 3 to manage statewide investment programs, including:

  • Federal Lands Access Program (FLAP).
  • Congestion Mitigation & Air Quality (CMAQ).
  • Transportation Alternatives Program (TAP).
  • Other Statewide Transportation Improvement Program (STIP) funded programs.

The person in this position will help set program criteria and processes, and deliver and evaluate all assigned programs. In addition, this program analyst performs implementation activities for modal and topical programs such as transportation options, the bicycle and pedestrian program, and sustainability. This program analyst supports the unit by:

  • Developing, revising, and implementing investment program policies and procedures.
  • Running project solicitation, selection, and administration processes.
  • Advising stakeholders regarding program and project level issues.
  • Managing mode and topic program agreements and contracts, and certain implementation work tasks.

Duties & Responsibilities

Program Management of Investment Programs:

  • Maintain knowledge of and provide advice on federal and state investment program requirements.
  • Develop and implement program policies and procedures, and set program criteria.
  • Formulate and run solicitation and selection processes.
  • Monitor projects and program budgets.
  • Collaborate with project teams to ensure technical quality and timely completion of projects.

Program Support of Modal and Topic Programs:

  • Develop, execute, and manage funding agreements and consultant contracts for the transportation options program.
  • Compile data and report program performance measures.
  • Lead or support individual implementation tasks, and collaborate on implementation tasks led by staff outside the unit.   

Qualifications, Required & Requested Skills

Minimum Qualifications:

  • A bachelor's degree in business or public administration, behavioral or social sciences, or a related degree AND four years of experience coordinating or administering a program.


  • Any combination of experience or education equivalent to seven years of experience coordinating or administering a program.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following:

  • Experience or education related to one or more of the following:
    • Project planning.
    • Bicycle or pedestrian transportation.
    • Transportation options.
    • Historic preservation.
    • Visual resource management.
    • Landscape architecture.
  • Understanding of investment or grant programs, or project funding allocation processes.
  • Knowledge of project development processes related to transportation and/or public works projects.

Working Conditions:

  • Multiple competing priorities with different requirements and tight timelines.
  • Some overtime is required to meet deadlines.
  • Frequent in-state travel for meetings and trainings.
  • Frequent contact with customers and partners by phone, email, and in person.
