Job Description
Under general direction, this position plans, schedules, organizes, directs and evaluates the work of subordinate supervisors and personnel engaged in the construction, maintenance and repair of the City’s public works infrastructure, including but not limited to, bridges, concrete structures, roadway retaining walls, tunnels and exterior walkways and stairways and related facilities that support a complex vehicular and pedestrian infrastructure. Incumbents are responsible for developing assigned unit goals and objectives, supervising and inspecting the work of assigned personnel; directing day-to-day activities; framing issues, conducting/directing research, managing processes, analyzing information and recommending policy/program objectives and specifications of interagency agreements. Responsibilities include managing operations on a daily basis, managing subordinate supervisors, handling personnel issues; researching, analyzing, developing and monitoring their perspective budgets; coordinating activities with other units, managing personnel, developing and recommending policies and implementing work improvements. Duties are carried out with considerable independence within the framework of established policies, procedures and guidelines. Work and results are reviewed through conferences, field inspection and analysis of records, reports and completed work orders.

Knowledge of and experience applying the principles, practices, techniques, equipment and materials involved in the construction, maintenance and operation of municipal public works facilities.
Knowledge of safe work practices and safety equipment related to the work; applicable safety laws, codes and regulations.
Knowledge of Federal, State and local laws, regulations and codes applicable to public works infrastructure repair and maintenance.
Ability to and experience analyzing and making sound recommendations on complex management and public works construction issues.
Ability and experience developing and implementing appropriate procedures and controls.
